The National Recreation Area is in Oklahoma, but there are points of interest and campgrounds just across the border in Arkansas.
This is a remarkable section of Oklahoma and is definitely worth a visit. It really depends on your interests, but most of the area can be explored in a week or less.
Poteau and Heavener are probably your best bet for services and entertainment. The nearest large metropolitan area is Fort Smith, Arkansas.

I lived in Oklahoma for three years and didn’t know this place existed. I have to say it is one of the most remarkable areas in the state and completely worthy of your time.
Winding Stair National Recreation Area is a region of forest and low mountains just west of the Arkansas border. In fact, there are points of interest on both sides of the state line. The Talimena National Scenic Byway runs through both states.
There are opportunities for hiking, fishing and hunting in the recreation area. Numerous campgrounds inside and outside the recreation area offer a variety of options for a base from which to explore.
Winding Stair can be a destination or a stop along the way to some larger adventure, but it is absolutely worth a visit.
